IPIL, Zamboanga Sibugay July 26 (PIA) – The Technical Education and Skills Development Authority (TESDA)-9, with its battle cry “Oplan TESDA Abot Lahat,” pumps up innovative and flexible regulatory strategies tailored-fit to the new environment and changing needs of the TVET Sector.

More than 300,000 Technical and Vocational Education and Training’ (TVET) learners were affected nationwide caused by the unprecedented health crisis; and more than 27,000 TVET trainers and competency assessors in private Technical Vocational Institutions (TVIs) country-wide are currently out of work due to the temporary ceased of operation of about 6,500 TVIs and Assessment Centers spread all over the country.

Working on strengthening TESDA policies relative to its implementation towards the new normal, while contributing to the nation’s food, health and job security, TESDA 9 gathered its stakeholders, NGAs, TVIs, LGUs, and private sectors from all over the region for its first virtual Regional TVET Forum held recently via Google meet.

The forum was conducted to address in managing quality TVET services and trainings under the new normal situation as it seeks to address concerns and level off understanding on TVET as TESDA 9 is set to commence skills training program this August , said Alan Bacatan, Provincial Director, TESDA Zamboaga del Sur.

PD Bacatan introduced to about 125 virtual participants the Competency-Based Training -TESDA Flexible Learning Program (in TVET) which is modular in structure, individualized, self-paced and workshops/laboratories are arranged per module.

The Flexible Learning Program comprises Distance Learning; Face to Face Learning; Online Learning; and Blended Learning.

“In TVET we cannot implement purely online, it should be blended learning” he said, giving consideration to Internet capacity, connectivity, and accessibility.

He also emphasized TESDA Protocols under the new normal, saying “It is mandatory that all trainees/scholars, trainers, and all TVI personnel undergo the module available at the TESDA Online Program titled “Practicing COVID 19 Preventive Measures in the Workplace”

Bacatan said institutions that will be adopting the flexible learning delivery modes (online, blended, or distance learning) should first submit Requirements, after which TESDA Provincial Office will conduct physical or virtual Inspection and Evaluation to check availability of resources, and if evaluated as compliant to requirements, the institution-applicant (TVI)  will now  be issued a Certificate of Recognition .

Requirements needed for TVIs applying for Flexible Learning Delivery in TVET include: letter of intent; updated copy of the certificate of TVET Program registration; competency-based curriculum; list and profile of trainers;  and training plan.

Meanwhile, TESDA encourages individuals to make their quarantine days productive and take advantage of its enhanced online courses /program being offered for free.

To date, there are 68 online courses to choose from. Learning videos and quizzes are available as part of the online course.

After completing the learning process, the student will be issued a Certificate of Completion that can be used later on as reference for assessment for the issuance of NC II. (EDT/JPA/PIA-Zamboanga Sibugay)
