QUEZON CITY, July 27 – President Rodrigo Roa Duterte will deliver his fifth State of the Nation Address (SONA) before joint hybrid session of the Senate of the Philippines and the House of Representatives at 4pm today.

The President’s SONA is expected to last for 80 minutes sans adlibs, Presidential Communications Operations Office (PCOO) Secretary Martin Andanar said in an interview this morning

The President’s 5th SONA is expected to outline government’s plans on economic response and soci-economic recovery amid the continuing threat of COVID-19 and he may give a “special mention” to all front liners leading the fight against the health crisis, Andanar said.

He added that the President  may also talk on the the government’s various subsidy programs and the enactment of the Bayanihan Law.

He said the President will also discuss his legislative agenda during the SONA.

“I believe that the President will continue to pursue proposed measures to strengthen our healthcare system and to improve the delivery of the government’s assistance to the vulnerable sectors,” he said.

The President is expected to deliver his second to the last SONA in Batasang Pambansa Complex in Quezon City with a very limited number of guests to be allowed inside the complex. All attendees will be required to undergo reverse transcription-polymerase chain reaction (RT-PCR) before their entry.

However, in case one of those invited to attend the annual event tests positive for the coronavirus disease 2019 (Covid-19), Secretary Andanar said that the President might deliver his SONA at Malacañang Palace instead.

PCOO has also prepared virtual meeting rooms for Cabinet members, local chief executives ensuring a seamless broadcast from RTVM, for those who won’t be able to attend at the Batasan Complex.

The PCOO chief on Friday stressed that the strong leadership of the Chief Executive was a key mover for industries to perform well.

“Kasi kung hindi decisive, hindi strong ‘yung leader natin sa panahong ito, kawawa na nga tayo,” he said, noting the upcoming SONA as one of the most important addresses as much is expected by all affected sectors of society.

The State of the Nation Address or SONA is delivered by the President of the Philippines every year. In it, the Chief Executive reports on the state of the country, unveils the government’s agenda for the coming year, and may also propose to Congress certain legislative measures. The SONA is a constitutional obligation, required by Article VII, Section 23 of the 1987 Constitution. (PIA DDCU)
