Guimaras guv issues EO extending MGCQ

ILOILO CITY, June 17 (PIA) – – Governor Samuel Gumarin issued an executive order extending the implementation of Modified General Community Quarantine (MGCQ) in the island-province of Guimaras.

Gumarin signed Executive Order No. 52 on June 15, 2020 extending the duration of the MGCQ until June 30, 2020 thereby adopting the Modified Level 1 Response of the province COVID-19 Response Intiative.

Later in the evening of June 15, during President Rodrigo Duterte’s Talk to the People Address, it was announced that Guimaras and the other provinces in Western Visayas are still placed under MGCQ from June 16 to 30, which augured well for the province famous for its sweet mangoes.

Under the modified Level 1 Response, returning Guimarasnons with Outbound Resident Pass or those coming from within Western Visayas region shall at all times be allowed entry into the province.

Locally stranded individuals who are coming from outside of Region 6 and returning repatriated overseas Filipino workers (OFWs) shall be granted entry upon presentation of complete documents provided they must not exhibit symptoms of COVID-19 or he/she is not a suspect/probable or confirmed COVID-19 patient.

For non-residents who wish to enter the province, travel for any purpose except for leisure, shall be allowed provided he/she must not exhibit symptoms referable to COVID-19 and shall be issued an “Inbound Pass.”

Guimarasnons are allowed to travel outside the island everyday for any purpose provided that in all cases he/she must not exhibit symptoms of COVID-19 or he/she is not a suspect/probable or confirmed COVID-19 patient and an “Outbound Resident Pass” shall be issued at the outbound screening posts for residents who will travel outside the province before they shall be allowed to board the vessel.

As agreed upon during the Guimaras COVID-19 Executive Committee meeting held on June 11, 2020, some modifications will be applied on the operations of public conveyances and business establishments in the island.

Public utility jeepneys shall be allowed to operate from 4 a.m. until 9 p.m. as long as strict physical distancing shall be observed.

Operation of tricycles shall be allowed from 4 a.m. until 9 p.m. but a maximum of two passengers shall be catered and a plastic barrier shall be put between the back and front rows of the tricycle.

Single motorcycles are still prohibited to be used for public conveyances but motorcycles used for private purpose shall operate in accordance with the guidelines of the Land Transportation Office and other concerned government agencies.

Operations of sea vessels shall be allowed from 4 a.m. until 8 p.m., except for motorbancas that are only allowed to operate under fair weather condition and from sunrise until sunset only based on the Maritime Industry Authority (MARINA) memorandum order following the August 3, 2019 sea tragedy.

Business establishments in Guimaras are now allowed to operate from 6 a.m. until 8 o’clock in the evening.

Tourism-related business may be opened provided that it shall comply with the applicable issuances of the Department of Tourism, IATF-EID, LGUs and other agencies of the government.

Mandatory imposition of physical distancing, wearing of face mask and disinfection of all public conveyances shall be imposed in the province.  (JSC/laf/Guimaras- PIO/PIA-Iloilo)
