DSWD to LGUs: Screen SAP beneficiaries carefully

CAGAYAN DE ORO CITY, May 6 (PIA)–Department of Social Welfare and Development (DSWD) Secretary Rolando Bautista says local or barangay officials who did not screen their Social Amelioration Program (SAP) beneficiaires thoroughly will be held liable during the daily Network Briefing with Presidential Communications Secretary Martin Andanar today, May 6.

“Sabihin nating nakapagbigay ng doble [ang LGU] sa isang target na beneficiary; ay mapipilitan talaga siya na kunin talaga iyon. May liability ang barangay official dahil hindi niya sinala at ini-screen nang mabuti ang profile ng beneficiary,” Bautista said.

(Let’s say the LGU has doubled the cash assistance to a beneficiary; the latter will definitely get it. The barangay official will be held liable because he or she did not screen the beneficiary’s profile carefully.)

Even with these incidents, the secretary noted that there are a great number of honest beneficiaries who returned the cash assistance to DSWD. 

When it comes to duplicates, Bautista said, “Kung sakali naman na talagang na-duplicate, maaaring hindi na sila mabigyan sa pangalawang buwan (If there is really a duplication, there is a possibility that the beneficiary will not be able to receive the assistance for the second month).”

As for the Listahanan 2, Bautista said LGUs should only use it as a reference when they choose their beneficiaries. The DSWD has already given the authority to the LGUs in validating the names listed as the latter have the means to know whether or not the ones listed are still qualified or alive. 

In region 10, Charmaine Tadlas of DSWD-10 said the 2015 database may be outdated but a certain household or family with low income can make an appeal to have their names endorsed to CSWD or MSWD for validation. Once validated for SAP, DSWD will provide an emergency subsidy but such is still subject to the availability of funds.

“Kunin lang ang listahan ng umaapela at i-consolidate ito at ibigay sa DSWD field office (LGUs  should just get the list of those who made an appeal, consolidate the data, and forward the list to DSWD field office),” Bautista added. 

As of May 5, a total of 68,607 families have already been served by 58 LGUs, disbursing a total of P411 million in region 10. (RTP/PIA10)
