Belmonte orders probe on the reported abuse on the issuance of PWD IDs

CALOOCAN CITY, June 24 (PIA)–Quezon City Mayor Joy Belmonte ordered an investigation on the reported issuance of Persons with Disability (PWD) identification cards to unqualified individuals.

Belmonte’s order stemmed from reports that PWD IDs were allegedly issued to six immediate members of a well-off family despite being not qualified under Republic Act No. 10754 or An Act Expanding The Benefits And Privileges Of Persons With Disability (PWD).

“Nakakaalarma ang pag-abusong ito sa batas na dapat ay pinakikinabangan ng mga PWD ngunit sinamantala ng ilang tiwali at nais makapanlamang sa kapwa,” Belmonte said.

Belmonte personally went with City Attorney Nino Casimiro to the Persons with Disabilities Affairs Office (PDAO) to look into the records of the six, where she discovered that there were no application forms or supporting documents on record to justify the issuance of their PWD IDs. The family allegedly paid P2,000 each for the said IDs.

“Abuse by the rich and powerful at the expense of the handicapped and less fortunate will never be condoned or tolerated in this City,” Belmonte stressed.

Belmonte said the City Government has already prepared show cause orders to the past city officials involved in this case. She also ordered the audit of the PDAO in relation to the issuance of Quezon City PWD IDs.

The City’s official list of PWDs is now being thoroughly reviewed and procedural safeguards are now being installed to make sure that only those qualified under the law will enjoy its protection and privileges.

The local government also assured business owners, being direct victims of this fraudulent act by unscrupulous individuals and corrupt government officials, that the matter is being taken seriously by the present administration.

“Any abuse or negligence of their plight as in this case shall be dealt with accordingly to the fullest extent of the law,” the mayor said. (QC PAISD/PIA-NCR)
