The Philippine National Police reiterated the dissemination and citing of the importance of Employee Compensation Program (ECP) which intends to help employee and their dependents in the event of employment-connected injury, sickness, disability or death.
The Employee Compensation Program pursuant to Presidential Decree No. 626, issued on January 1, 1975, covers all government and private sector employees. Employees are covered and are entitled to this benefit package starting on the first day of their employment. Work-connected injury or accidents, sickness and any disability or death resulting from the performance of their work will be compensated by the program. It was discussed that ECP will cover accident if it occurred while the employee was performing his/her official function; while the employee was performing an act within the time and space limit of his/her employment administering personal comfort; while the employee was going to or coming from the place of work without diverting from his/her usual route; while the employee was in company’s sponsored activities; and, while the employee was on board a shuttle bus or any vehicle provided by the company. Exceptions to compensability includes intoxication or drunkenness, wilful intention to injure or kill himself or another and notorious negligence.
The payment of ECP benefits are sourced from the contribution of the employers to the State Insurance Fund (SIF) administered by the GSIS. P100.00 per month is being contributed by the PNP from its budget for each personnel, hence, no amount is being deducted from the employees.
To be more specific, the benefits given to the employee or his dependents are in the form of daily cash income benefit for temporary total disability; monthly cash income benefit for permanent total disability on a lifetime basis; monthly cash income benefit for permanent partial disability; monthly cash income benefit for death; also on lifetime basis except for benefit paid to secondary beneficiaries’ Medical services, appliances and supplies for injury or sickness; Rehabilitation services for permanent disability; and, Career’s allowance for permanent disability.
In connection with the Integrated Transformation Program Performance Governance System known as PNP PATROL 2030, PNP Health Service, which celebrates their 18th founding anniversary, intensifies its “Pulis, Health Mo Ok” Project through the Enhanced Reimbursement of Hospitalization Expenses (ERHE). The Project through MOUs/MOAs with other government hospitals nationwide to broaden the access of PNP personnel to health services. Benefitting from the program are the active PNP personnel, uniformed and non-uniformed who are confined for illness or injuries and emergency cases.
The program covers the medical care and hospitalization benefits under the prescribed rates provided by PHILHEALTH and Relative Unit Value, Confinement to Intensive Care Unit but limited only to the number of days required for intensive medical care and is subject to the prevailing rate of partner hospital, with maximum coverage allowable for illness/and or injuries (For medical cases –not exceeding P60,000.000, For Surgical cases-it shall not exceed to P100,000.00 and for Intensive and Catastrophic cases- shall not exceed to P350,000.00) . Any amount in excess of the allowed maximum coverage shall be shouldered by the patient. For police operations casualties, all hospitalization expenses shall be paid in full by the PNP.
